عريضة سياسية لحل الأزمة الجزائرية موجهة للسيد عبد المجيد تبون بوصفه ممثلا عن السلطة الفعلية

نتقدم لكم بوصفكم ممثلا للسلطة ، نحن الموقعون أدناه بلائحة المطالب السياسية قبل الإنتفاضة الشعبية التي ستكون بعد عيد الفطر المبارك
لا يخفى عليكم أنه قد تم تعيينكم بتاريخ : 12/12/2019 تحت وطأة المسيرات و الإضرابات و الإحتجاجات ، و بالرغم من إختلاف الآراء بين الجزائريين آن ذاك بين موافق للإنتخابات الرئاسية و رافض لها، إلا أن المسيرات الرافضة لنتائج تلك الإنتخابات إستمرت حتى تعليقها إراديا من طرف الشعب شهر مارس 2020 بعد ظهور جائحة الكورونا العالمية حفاظا على الصحة العامة
ما لاحظناه بعد ظهور الجائحة هو فشلكم الذريع في كل المجالات سواء كانت سياسية أو إقتصادية أو إجتماعية أو ثقافية و حتى الأمنية و على صعيد الدبلوماسية الدولية، بل الأخطر من ذلك الفشل ، فلقد قمتم بإستغلال الجائحة من أجل إستمرار قمع الحراكيين و تكريس الحجر السياسي على المعارضة بمختلف توجهاتها بدل الإنفتاح على الحوار و استغلال تلك الفترة من أجل التقارب مع المعارضة قصد حلحلت المشاكل السياسية و الإقتصادية العالقة للذهاب نحو الجزائر الجديدة
بالرغم من مرور سنتين من فترة حكمكم الجزائر إلا أنكم لم تحققوا ولا أي وعد من الوعود التي قدمتموها لمنتخبيكم خلال حملتكم الإنتخابية، الشيء الذي جعلكم تخسرو فضلا عن الأغلبية الرافضة لكم سابقا، الكثير من قواعد الأقلية التي كانت تدعمكم
إن الوضع السياسي يعرف إنزلاقات خطيرة منذ رجوع المسيرات يوم 22 فيفري 2021 ، فبدل الإنفتاح و التقارب و الحوار ، لاحظنا اعتمادكم على المقاربة الأمنية القضائية البحتة و الرهان على الإعتقالات التعسفية و التهديدات كوسائل لتجسيد أجندكم السياسية المتمثلة في الإنتخابات التشريعية لتاريخ 12 جوان 2021، التي نعتبرها خطر محدقا على وحدة الوطن بما أن المؤشرات تؤكد بشكل لا يدعو للشك بأن منطقة القبائل لن تشارك حتى و لو بنسب ضعيفة في هذه التشريعيات، فضلا على المقاطعة الواسعة النطاق على مستوى باقي الوطن
إن الوضع الإجتماعي الذي يعيشه الجزائريون اليوم هو وضع كارثي بكل المقاييس، جراء الأزمات المتعددة على رأسها أزمة السيولة و إنهيار القدرة الشرائية ، أزمة الزيت و أزمة الحليب و المعاملة السيئة للغاية لكل الحركات الإحتجاجية العمالية التي خرجت بدأ من إضراب عمال البريد إلى احتجاجات أعوان الحماية المدنية
إن فشلكم السياسي و الإقتصادي و الإجتماعي و الثقافي و خصوصا استغلال القضاء و الإعلام لتصفية خصومكم السياسيين الوطنيين و تقزيم مطالب الحراك المشروعة أدى إلى تدخل فاضح للمخابرات الأجنبية على رأسها المخزن المغربي الذي حاول اختراق الحراك عن طريق عملائه في الداخل و الخارج ، لكن بفضل حنكة الحراكيين الوطنيين جميع مناوراته باءت بالفشل، بحيث لا يزال الحراك ثابتا و قائما بذاته و لا تحكمه أية جهة أو حركة
خلاصة القول ، لم تقدرو خلال مدة سنتين من حكمكم إقناع عامة الشعب بأنكم قادرون على التغيير، و هاذا راجع لانعدام أي شرعية أو دعم شعبي لمواجهة مختلف التحديات داخليا أو خارجيا ، الشيء الذي أدى إلى تعفن سياسي و إجتماعي و اقتصادي لم يسبق له مثيل يجعلنا نسارع لتقديم هذه المطالب التي لو أسرعتم بتحقيقها ستكتبون في خانة الوطنيين الأبطال الذين ضحوا من أجل الجزائر و شعبها
و كنتيجة عامة، فالوضع الحالي أصبح خطير للغاية، إذ أن الجزائر تتجه اليوم نحو الانهيار بسبب تراكمات سنتين من حكمكم الفاشل و بالتأكيد بعد عيد الفطر المبارك سنشهد إنتفاضة شعبية اجتماعية عارمة مؤكده لهذه المطالب إذ لم تسرعوا للتهدئة و حلحلت الأزمة بشكل سلمي و حقيقي يعتمد على العقل و الرزانة و الرجاحة و التبصر
بعد هاذا العرض الموجز لما تعيشه بلادنا من أزمات مختلفة نطلب منكم الإسراع في الإستجابة للمطالب الشعبية التالية
أولا : التهدئة السياسية و الإجتماعية و الإعتراف المسؤول بالفشل عن طريق خروجكم في خطاب مسؤول للشعب من أجل
الإعلان عن نية الإستقالة من منصب رئيس الجمهورية الجزائرية الديمقراطية الشعبية
النية لاستدعاء الهيئة الناخبة من أجل إنتخابات رئاسية مسبقة في غضون ستة أشهر إلى سنة
إلغاء الإنتخابات التشريعية المزمع قيامها يوم 12 جوان 2021
التعهد باتخاذ حزمة من الإجراءات القانونية على رأسها إطلاق سراح كل المعتقلين و رفع المتابعات ضد كل الناشطين الذين تم نفيهم للخارج
الانفتاح السياسي و الإعلامي على كل القوى السياسية في الجزائر أو خارجه
ثانيا : حوار جامع تفاوضي غير إقصائي مع كل القوى الفاعلة عن طريق ندوة وطنية جامعة تناقش المخرجات التالية و مخرجات أخرى توافقية إن أقترحت
حكومة إنتقالية متكونة من وجوه أكاديمية و سياسية معروفة من المعارضة الشريفة الوطنية تشرف على المرحلة الانتقالية و تحضر لخارطة طريق انتقال ديمقراطي للسلطة و تضمن كذلك حياد كل الأجهزة الأمنية عن الفعل السياسي أو تدخلها في هذه العملية برمتها
التوافق على إصلاحات إقتصادية و إجتماعية مستعجلة تجسدها الحكومة خلال المرحلة الإنتقالية

أخيرا، بوصفكم ممثلا عن السلطة الفعلية و الواجهة المدنية للبوليس السياسي نطلب منكم نحن الممضيين في المرفقات عدم الإستهانة بِما جاء في هذه العريضة من حلول و مطالب معقولة لتجسيدها في أقرب وقت ممكن، بما أن البلاد تعصف بها الأزمات الإقتصادية و السياسية و الإجتماعية ، و كذلك المخاطر الأمنية التي تشهدها دول الجوار ( ليبيا و الساحل) ، وكما قلنا مسبقا فإن هذه الانتفاضة الشعبية القادمة هي إنتفاضة شعبية مرَدُهَا فشلكم في مواجهة التحديات وطنيا و دوليا، لهاذا فإننا نحملكم المسؤولية التاريخية و الجنائية بوصفكم الممثلون قانونًا للسلطة الفعلية

Political petition to solve the Algerian Crisis

As the representative of the authority, we are the undersigned of the list of political demands and we present ourselves to you before the popular uprising that will take place after Blessed Eid Al-Fitr.
It is no secret to you that you were appointed on 12/12/2019 under the weight of marches, strikes and protests, and despite the difference in opinions among Algerians at the time between agreeing to the presidential elections and rejecting them, however, the marches rejecting the results of those elections continued until they were voluntarily suspended by the people in March 2020, after the emergence of the global Corona pandemic, in order to preserve the public health.
What we noticed after the emergence of the pandemic is your utter failure in all areas, be it political, economic, social, cultural, even security, and at the level of international diplomacy, but the most dangerous of those failures, is that you have exploited the pandemic in order to continue the repression of the activists and the use of political quarantine against the opposition with its various orientations instead of being open to dialog and using that period for rapprochement with the opposition in order to solve the outstanding political and economic problems to go towards a new Algeria.
Even after ruling for two years in Algeria, you have not fulfilled any of the promises that you made to your voters during your election campaign, which in addition to the majority rejecting you previously, made you lose many of the minority bases that supported you.
The political situation has witnessed serious slippages since the rallies returned on February 22, 2021, instead of openness, rapprochement and dialog, we have noted your reliance on the purely judicial security approach and betting on arbitrary arrests and threats as a means of embodying your political agenda represented in the legislative elections on June 12, 2021, which we consider a threat staring at the unity of our country, since the indicators confirm in no doubt that the Kabylie region will not participate, even if with weak proportions, in these legislations, as well as the widespread boycott at the level of the rest of the country.
The social situation Algerians are experiencing today is catastrophic by all standards, due to the multiple crises on top of which are the liquidity crisis and the collapse of purchasing power, the oil crisis, the milk crisis, and the very poor treatment of all labor protest movements that emerged from the postal workers' strike to the protests of the civil protection workers.
Your political, economic, social and cultural failure, especially the exploitation of the judiciary and the media to liquidate your national political opponents and dwarf the legitimate demands of the movement, led to the scandalous interference of foreign intelligence, on top of which is the Moroccan Makhzen, which tried to penetrate the movement through its agents inside and outside, but thanks to the sophistication of the activists The patriots, all its maneuvers were unsuccessful, so that the movement remains stable and self-sufficient and is not governed by any party or movement.
In summary, during the period of two years of your rule, you were not able to convince the general public that you are capable of change, and this is due to the lack of any legitimacy or popular support to face the various challenges internally or externally, which led to an unprecedented political, social and economic rot that makes us hurry to present these demands, which if you were to achieve them quickly, you would be remembered as a patriot who sacrificed for the sake of Algeria and its people.
As a general result, the current situation has become very dangerous, as Algeria today is heading towards collapse due to the accumulation of two years of your failed rule, and certainly after the blessed Eid Al-Fitr we will witness a massive popular social uprising confirming these demands as they did not rush to calm and resolve the crisis in a real and peaceful manner that depends on reason, sobriety and comfort and insight.
After this brief overview of the different crises our country is going through, we ask you to urgently respond to the following popular demands:
First: political and social appeasement and a responsible recognition of failure by coming out in a responsible speech to the people for:
1- Announcing the intention to resign from the position of President of the People's Democratic Republic of Algeria.
4- Undertaking to take a package of legal measures, on top of which is the release of all detainees and the lifting of prosecutions against all activists who have been exiled abroad.
Second: An inclusive, non-exclusionary, negotiating dialog with all the active forces through a comprehensive national symposium that discusses the following outputs and other consensual outcomes if suggested.
In the end, as a representative of the actual authority and the civil front of the political police, We, who sign in the attachments, ask you not to underestimate the reasonable solutions and demands that came in this petition to materialize it as soon as possible, since the country is plagued by economic, political and social crises, as well as the security risks that the neighboring countries (Libya and the Sahel countries) are witnessing. As we said earlier, this upcoming uprising is a popular uprising due to your failure to meet the challenges nationally and internationally. Therefore, we hold you with historical and criminal responsibility as the legal representatives of the actual authority.

Pétition politique pour résoudre la crise Algérienne

En tant que représentant du pouvoir, nous vous saisissons officiellement de cette plateforme de revendications politiques avant le soulèvement populaire prévus après le bienheureux Aïd Al-Fitr.
Comme vous le savez, vous été nommé comme président le 12/12/2019 sous l’ampleur des marches, des grèves et des manifestations, et malgré la divergence d'opinions parmi les Algériens à l'époque , cependant, les marches rejetant les résultats de ces élections se sont poursuivies jusqu'à ce qu'elles soient volontairement suspendues par le peuple en mars 2020, après l'émergence de la pandémie mondiale de Corona, et afin de préserver la santé publique.
Ce que nous avons remarqué après l'émergence de la pandémie, c'est votre échec total dans tous les domaines, que ce soit politique, économique, social, culturel, voire sécuritaire, et au niveau de la diplomatie internationale, mais le plus dangereux de ces échecs, c'est que vous avez exploité la pandémie pour continuer la répression contre les militants ce qui a engendré une attitude dictatorial contre l'opposition et ses différentes orientations au lieu de s'ouvrir au dialogue constructive, et d'utiliser cette période pour se rapprocher de l'opposition afin de résoudre les problèmes politiques et économiques, et enfin y aller vers une nouvelle Algérie.
Même après avoir gouverné pendant deux ans en Algérie, vous n'avez tenu aucune des promesses que vous avez faites à vos électeurs lors de votre campagne électorale, qui en plus de la majorité vous rejetant précédemment, vous a fait perdre de nombreuses bases minoritaires qui vous soutenaient.
La situation politique a connu de graves dérapages depuis le retour des manifestations le 22 février 2021, au lieu d'ouverture, de rapprochement et de dialogue, nous avons noté votre recours à l’instrumentalisation de la justice et la police, votre pari sur les arrestations et menaces arbitraires comme moyen d'incarner votre agenda politique « élections législatives du 12 juin 2021 », que nous considérons comme une menace au regard de l'unité de notre pays , puisque les indices confirment sans aucun doute que la région de la Kabylie ne participera pas, même à faibles proportions, à ces législations, ainsi qu'au boycott généralisé au niveau du reste du pays.
La situation sociale que vivent les Algériens aujourd'hui est catastrophique à tous égards, en raison des multiples crises auxquelles s'ajoutent la crise de l'effondrement du pouvoir d'achat, la crise de l’huile, la crise du lait et le très mauvais traitement de tous, les mouvements de protestation ouvrière qui ont émergé de la grève des postiers aux protestations des agents de la protection civile.
Votre échec politique, économique, social et culturel, et en particulier l'exploitation de la justice et des médias pour liquider vos opposants politiques nationaux et éclipser les revendications légitimes du mouvement, a conduit à l'ingérence scandaleuse du renseignement étranger, en plus du Makhzen Marocain, qui a tenté d’infiltré le mouvement à travers ses agents à l'intérieur et à l'extérieur, mais grâce à la sophistication des militants et les patriotes toutes ses manœuvres ont échoué, de sorte que le mouvement reste stable et autosuffisant et n'est manipuler par aucun parti ou mouvement .
En somme, pendant la période de deux ans de votre règne, vous n'avez pas réussi à convaincre le grand public que vous êtes capable de changer, et cela est dû au manque de légitimité ou de soutien populaire pour faire face aux différents défis en interne ou en externe, qui a conduit à une pourriture politique, sociale et économique sans précédent qui nous précipite pour présenter ces revendications, que, si vous les accomplissez rapidement, on se souviendrait de vous comme d'un patriote qui s'est sacrifié pour le bien de l'Algérie et de son peuple.
En conséquence, la situation actuelle est devenue très dangereuse, alors que l'Algérie se dirige aujourd'hui vers l'effondrement en raison de l'accumulation de deux ans de votre règne raté, et certainement après le bienheureux Eid Al-Fitr, nous assisterons à un soulèvement social populaire massif confirmant ces revendications.
Après ce bref aperçu des différentes crises que traverse notre patrie, nous vous demandons de répondre d'urgence aux revendications populaires suivantes:
Premièrement: l'apaisement politique et social et une reconnaissance responsable de l'échec en se prononçant dans un discours responsable au peuple pour:
Deuxièmement: Un dialogue inclusif et non exclusif avec toutes les forces actives à travers un symposium national complet qui discute des résultats suivants (ou d'autres résultats consensuels si suggérés).
En fin de compte, en tant que représentant du pouvoir en place, Nous, les soussignés en pièces jointes, vous demandons de prendre au sérieux ses solutions raisonnables, de concrétisé ses revendications le plus tôt possible, car le pays est en proie à des crises économiques, politiques et sociales, ainsi qu'aux risques sécuritaires auxquels les pays (Libye et Tchad et Mali) sont confrontés. Comme nous l'avons dit plus tôt, ce soulèvement à venir est un soulèvement populaire en raison de votre incapacité à relever les défis aux niveaux national et international. Par conséquent, nous vous tenons responsable historiquement et pénalement en tant que représentant légale du pouvoir militaire.
