RECHERCHE ET ENSEIGNEMENT EN FRANCE: MOBILISATION INTERNATIONALE


Le gouvernement a commencé, depuis quelques mois, à bouleverser en profondeur notre système de recherche et d'enseignement supérieur. Dans son discours du 22 janvier 2009, N. Sarkozy a annoncé son intention d'accélérer le processus de démantèlement de la recherche et de l'enseignement supérieur, voulant ainsi en finir avec ce qu'il qualifie "d'organisation désastreuse". Il a par ailleurs dénoncé notre faible productivité, contre toute objectivité, et faisant fi de notre reconnaissance internationale, en particulier dans le domaine des sciences humaines.
Aux côtés des grandes institutions françaises (CNRS, IRD, INSERM, etc.), les IFRE, Instituts Français de Recherche à l'Etranger sont également affectés, tout comme les chercheurs et institutions avec lesquels nous travaillons, quelle que soit leur nationalité. Étant en désaccord profond avec ce diagnostic, nous n'acceptons pas la démolition programmée de nos institutions. Ceci ne signifie aucunement que nous sommes partisans de l'immobilisme et du statu quo, comme en témoignent les nombreuses propositions des États Généraux de l’Enseignement Supérieur et de la Recherche, mais nous refuserons désormais, chacun à la mesure de ses moyens et de ses responsabilités, de contribuer à la destruction de l'actuel système de recherche de notre pays, en particulier au démantèlement des organismes de recherche, et à la diminution des postes statutaires.
Pour ces raisons, nous, chercheurs, doctorants et étudiants français à l´international, ainsi que nos partenaires étrangers, nous déclarons mobilisés pour défendre la recherche et l´enseignement supérieur.



The government has started, a few months ago, to change drastically our research system and higher education. In his speech of January 22, 2009, N. Sarkozy announced his intention to accelerate the process of dismantling the research and the higher education, and so, wanting to end with what he qualifies of “disastrous organization". On the other hand, he has also denounced our low productivity, against any objectivity, despite our international recognition, in particular in the field of the social sciences.
Together with the great French research institutes (CNRS, IRD, INSERM, etc), the IFRE, French Research Institutes of abroad are as well affected, as well as researchers and institutions we are working with, whatever their nationality. Being in major disagreement with this diagnosis, we do not accept the programmed demolition of our institutions. This does not mean at all that we are partisans of opposition to progress and of the statu quo, as testify the numerous proposals of the University Education and Research General States. But we will refuse from now on, each one according to his means and of his responsibilities, to contribute to the destruction of the current research system of our country, in particular with the dismantling of the research institutes, and with the reduction of statutory jobs.
For these reasons, we French scientists, under and postgraduate students working overseas, and our foreign colleagues, defend the research and university education.
