PÉTITION ADRESSÉE À L’ORGANISATION DE L’AVIATION CIVILE INTERNATIONALE (OACI)
Nous contestons l’aveuglement volontaire de l’Organisation de l’Aviation Civile Internationale (OACI) en ce qui a trait à la menace de la sécurité de l’espace aérien iranien.
Le gouvernement iranien a de nouveau mis en péril les normes de sécurité du ciel d’Iran. Le 26 décembre 2022, le vol 063 de Mahan Airline en partance de Téhéran et à destination de Dubaï a été intercepté par le gouvernement iranien et sous prétexte de sécurité nationale, forcé d’atterrir sur l’île de Kish. La femme et la fille de Ali Daei ont été contraintes de descendre de l’avion et de rester au pays, sans pour autant être arrêtées ni accusées de quoi que ce soit. Ali Daei est la cible de menaces depuis son soutien aux manifestations déclenchées par la mort de Mahsa Amini et sa participation aux grèves générales en Iran. Donc cette opération de détournement d’avion n’était qu’un avertissement contre les opposants du gouvernement, n’avait aucun motif légal et s’avère contraire aux normes internationales de l’aviation civile.
L’OACI, pourtant régulateur et garant de la sécurité de l’espace aérien, n’a soulevé aucune question à cet effet, n’a commandé aucune enquête et n’a prévu aucune punition contre la République Islamique. Pourtant, en 2021 quand Loukachenko détourne un avion civil (Ryanair #4978) pour le faire atterrir à Minsk au Bélarusse, l’OACI convoque une réunion d’urgence pour se pencher sur le cas. Ce double standard est inacceptable.
Le régime d’Iran met le ciel en péril, prend la population en otage et enfreint les normes internationales, il est du devoir de l’OACI de prendre ce dossier au sérieux.
Nous demandons à l’OACI de :
- Réagir à l’atteinte aux droits humains et à la sécurité des individus dans le ciel d’Iran
- Tenir le gouvernement iranien imputable de la violation des normes internationales
- Expulser l’Iran de l’OACI
- Prendre au sérieux le besoin d’assurer la sécurité de l’espace aérien iranien
- Condamner l’attaque aux missiles du gouvernement iranien contre l’avion ukrainienne #PS752

PETITION TO THE INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO)We decry the willful blindness of the International Civil Aviation Organization (ICAO) regarding the threat to the safety of the Iranian airspace.
The Islamic Republic regime has once again jeopardized the safety standards of Iran's skies. On December 26, 2022, Mahan Airline flight 063 from Tehran to Dubai was intercepted by the Islamic Republic regime and under the pretext of national security, forced to land on Kish Island. Ali Daei's wife and daughter were forced to get off the plane and stay in the country but were not under arrest. Ali Daei has been the target of threats since his support for the protests triggered by the death of Mahsa Amini and his participation in the general strikes in Iran. So, this hijacking operation was only a warning against the regime's opponents, had no legal grounds, and is contrary to international civil aviation standards.
The ICAO, the regulator, and guarantor of airspace safety did not raise any questions about this, did not order any investigation, and did not foresee any punishment against the Islamic Republic. Yet, in 2021 when Lukashenko hijacked a civilian plane (Ryanair #4978) and landed it in Minsk, Belarus, ICAO called an emergency meeting to look into the case. This double standard is unacceptable.
The Islamic Republic regime is endangering the skies, taking the population hostage, and violating international standards, it is the duty of the ICAO to take this case seriously.
We call on ICAO to:
- React to the violation of human rights and the safety of individuals in the skies over Iran.
- Hold the Islamic Republic regime accountable for the violation of international standards.
- Expel Iran from ICAO.
- Take seriously the need to ensure the safety of Iranian airspace
- Condemn the Islamic Republic regime missile attack on Ukrainian aircraft #PS752.
