PETITION ON THE DESTRUCTION OF THE AFRICA REGIONAL DIRECTOR OF IPPF

We have learned with dismay from various sources, the management that has been made of sexual harassment charges now mismanaged for lack of management brought to Mr. Lucien Kouakou, Director Africa Region of IPPF.

First of all, we want to reaffirm our commitment to the noble mission of IPPF and its objective to contribute to the well-being of human beings in all its dimensions.

We, volunteers, consultants of the IPPF Africa Region signatories of this petition, set a petition to the Director General of IPPF pertaining to the systematic destruction of Lucien Kouakou, Africa Region Director of IPPF.

The reasons for this petition are as follows:

• Disrespect of the discretion that should surround the approach of such a subject. Instead, you openned yourself to external technical and financial partners of IPPF  to the organization without  preliminary investigations   ;
  
• Failure to respect the presumption of innocence deserved to any person alleged to have committed an offense, so leading to non-respect of the discretion that precedes the destruction of the Regional Director   ;
  
• Non-compliance with functional uses of the organization according to which its reporting authority lines are used for the management of such crisis. A collaborator from the Africa Region Council (the Regional Director) is involved in a contentious process, this council is the instance of your first reference. Your approach to taking the case personally and treating it as you have done is a serious breach of respect to the IPPF Regional Council for Africa.
  
• Absence of concern on preserving achievements  and progress in the Region   : The African region has distinguished itself in recent years by results that honor the organization and credibility with Fondations and donors.
  

We take this opportunity to   :

• recall the place  of Africa Region today in terms of the results of the IPPF mission.  This commitment and the achievements that surround it deserve a little more respect for the Africa Region and the various actors who are in the oven and mill for success . Far from us any fallacious idea of ​​wanting to cultivate impunity,
  
• say that, we just want the rights, duties and powers of each other to be respected regardless of the level of the hierarchy of the organization   ;
  
• also say that, we note with caution the departure rate of Africans from the Central Office of IPPF.
  

Based on all above   :

1. We ask the President of the Central Council to grow very seriously and with much consideration, the concerns of the Africa Region of IPPF as they are reflected in the current environment   ;
   
2. We ask the General Manager to take all measures in his capacity to respect  human rights that Mr. Lucien Kouakou deserve as a human being.
   
3. Respect the Africa Region Council in collaborative terms for the smooth running of the institution
   
4. Restore dignity Mr. Lucien Kouakou who is now perceived as a sexual stalker throughout Africa and abroad through a clear communication that reflects the results of the investigation you conducted.
   
5. Recognize that the world is now seeing seek all possible means (we refer to the reason for his current suspension   relating to the insufficient management of project funds) to get rid of Mr. Kouakou on the basis of an investigation whose findings did not reveal any element to incriminate him .
