I'm from a country located in the northern part of Africa. My country’s name is Tunisia: a country which is now recovering from a recently bloody revolution. A country which has suffered injustice, and whose population decided one day to put an end to this injustice, going out by hundreds on the streets asking peacefully for the pursuit of their civil and political liberties.
And this, not only happened in the capital of the country, Tunis, but in all cities and places of my beloved country. We peacefully demanded to put an end to exploitation and injustice by the government. But security forces were sent to repress civilians: women, children, students, men of all social conditions and professions by just shooting at them, leaving many of them badly injured, many of them dying afterwards, if not on the same spot. And this happened in cities like Thala and Kasserine as well as in other ones.
I am a lawyer: a professional who took an oath one day which meant that I would always stand for victims and act against injustice. And today here in the name of Free Tunisia or Tunesia Libre which is a Non-governmental organization and whose members are genuinely involved in the field of human rights, and which is as well as a Social Media for the (political) awakening of the common citizen, and which organizes campaigns to build a free, democratic and equally developed country; my country; by organizing human, political, and cultural events; I say that we must stop governments all over the world to continue encouraging the trade of arms, weapons which are only meant to destroy, to kill, to assassinate humans, persons like you and me.
Because, today there are no universal standards to monitor the international trade of conventional weapons to help protect human rights. Most governments still allow the irresponsible trade in arms, ammunition and other equipments
And, who are you and me?
We are the civilized people of the world who want and desire a state of peace in the minds of people, a state of peace and good correspondence with the other.

Many of you will probably think: the rhetoric, only beautiful words, in this troubled world of great inequalities, just words…because words fade fast after them.

And, this brings me necessarily to conflict and violence, which are concrete, tangible, sponsored and supported by many irresponsible people who now inhabit this world.

So, I will refer to the Security Council of the United Nations, which recognizes that "civilians, particularly women and children constitute the vast majority of people affected by armed conflict, including refugees and displaced persons, and who are increasingly targeted by combatants and armed elements."
However, the world is still dominated by the idea that civilians, women and children play a minor role in situations of conflict.
And with this report Tunisie Libre attempts to deliver some of the reasons behind the violence against unarmed civilians, women and children in situations of conflict, and also, as an extreme manifestation of discrimination and abuse against in peacetime; in attitudes that contribute to a widespread acceptance of violence, rape and other forms of sexual abuse against women, and children by armed or security forces. These are examples of the unequal power relations between unarmed men, women and children in most societies.
When political tensions and increasing militarization degenerate into open conflict, these behaviors take on new dimensions, common and distinctive.
Although the Security Council of the United Nations recently acknowledged that "civilians, particularly women and children constitute the vast majority of people affected by armed conflict, there is still the idea that women and children play only a secondary or incidental role in the conflict.”

This violence has on women, girls and children devastating effects on their physical and psychological integrity and their fundamental rights, because gender-based violence against women is violence "directed against a woman for simply being a woman”.
In direct attacks, civilians, most non-combatants, tend to suffer the brunt of so-called "collateral damage": the death and maiming of civilians as a result of military attacks, which do not distinguish between civilian and military ones.
Even, some women may be the direct victims of torture and murder by security forces because many may appear as leaders in their communities; or because they have defied the social conventions about the appropriate roles for women; or for the activities of their male relatives.
Many times, women are the target of violence because they are peace activists, mediators and negotiators in situations of conflict and human rights activists and organizations working in humanitarian aid.
Violence, which appears as a result of armed conflict can take many forms, physical and psychological, which cause economic hardship and extreme social deprivation that deny civilians, especially women, their economic, social and cultural, civil and political rights.
Although women suffer the same human rights violations than men, the consequences are different for them. Women face barriers to access to justice and reparation, in addition to supporting the social stigma in post-conflict societies because of the abuse they have suffered.

Why?

Institutions and procedures of war and the militarization of the elements are defined as inherently male-centered and based on values of male aggression and devalue the characteristics associated with women.

But, let us remember that these crimes are the work of individuals who know they will not be punished for assaulting civilians, women, girls and children.
Throughout human history civilians, women and children have rarely had an active place in these conflicts.
And, of course, the media most of the time never discuss in depth all the complexities of the experience that we, common people, live.
And especially the voices of the ones who have no voice have almost always been excluded from the process of conflict resolution and reconstruction after.

The devastating attacks of 11 September 2001 highlighted a new kind of threat of armed groups. Although acts of terrorism against civilians are not new; attacks like those committed in Nairobi, New York, Bali, Casablanca, Madrid, Beslan and London have recently shaken the conscience of the world for its size and deliberate cruelty.
The fact that many armed groups operating in today's flexible international networks using tactics such as suicide bombings, it is more difficult to track down those responsible and prevent future attacks.

The new global security environment born September 11, 2001 has led to abuses by governments in the context of the "war against terrorism" (waged by the United States.) The new security doctrines have stretched the concept of "war" leading to areas previously considered specific to the application of the law, and have promoted the idea that human rights can be cut when it comes detention, interrogation and prosecution of suspected "terrorists" manifestly contrary to the presumption of innocence and human rights of suspects.
And in this way, we are now living in a world of military aggression, foreign occupation, disintegration of states, tensions between communities or conflicts caused by competition over resources; and all this has turned out to be a current reality that affects people all over the planet, and the number of conflicts shows no signs of diminishing.
But we all know that in this century there are few international conflicts faced by only professional national armies, and although international tensions continue in many parts of the world, most conflicts are internal conflicts between governments and armed groups, or between armed groups fighting each other.
And making those responsible, accountable for their actions can be a daunting task. Sometimes it is difficult to establish the structure of the chain of command of these groups, who may not recognize any obligation under the international humanitarian law.
There may be no legal mechanisms to make the perpetrators brought to justice in accordance with the rules of fair trial, especially in those areas controlled by armed groups.
So, in order to prevent abuses to civilian community, during conflicts, or during peacetime, we Free Tunisia, hold the statement that the unregulated global arms
