Support for Mr. Michaud and his dog Sissi — For a human and fair approach
We, citizens of the Limoilou neighborhood and Quebec City, wish to express our support for Mr. Michaud, a neighbor respected and appreciated by all, as well as for his faithful partner Sissi, a Great Dane dog
aged nearly 11 years.For many years, Mr. Michaud and Sissi have been part of the daily life of our neighborhood. Sissi, soft, calm and always equipped with a harness, is known for her kindness and tranquility. She does not run, never strays from her master, and has never represented the least danger
.Mr. Michaud, now retired after a career in the service of the public in the fields of civil security and emergency services, is an exemplary citizen, always respectful, attentive to the safety and well-being of those around him.
However, an unfair situation currently affects him:
Mr. Michaud has received several tickets under municipal by-law R.V.Q. 2698, in particular sections 14 and 21.6, for having left his dog
unattached on certain occasions.While we understand the importance of this regulation to ensure public safety, we believe that discernment is necessary in this specific case, because:
Sissi is elderly, suffers from health problems and has very limited mobility
.She stays by Mr. Michaud's side at all times and poses no risk.
Their presence at Place Limouloise is precious: it promotes exchanges between neighbours, children and families, and contributes to strengthening the social fabric of the neighborhood.
We believe that a caring, humane and proportionate approach is necessary in this case.
We ask the City of Quebec and the SPA of Quebec:
To reassess the treatment given to Mr. Michaud under this settlement;
take into account the particular context, age and exemplary behavior of Sissi;
and to recognize the social and positive role that they both play in the life of
our community.By signing this petition, we express our solidarity with Mr. Michaud and Sissi, and ask that they can continue to enjoy their neighborhood peacefully, without fear of unfair or excessive penalties.
