Madame le Ministre, Monsieur le Ministre,
Depuis des mois, des associations de protection animale présentes dans les Départements ou Régions français d’Outre-Mer (DROM) constatent les atrocités (blessures profondes, mutilations, tortures, attaques à l’acide) commises sur des animaux, en particulier des chiens et des chats. Avec leurs moyens, souvent modestes, elles se démènent pour porter assistance et soins à ces innocentes victimes, et leur travail est remarquable. Les abominations perpétrées défient l’entendement et, sur les sites qui les rapportent, les gens ont le cœur retourné, s’indignent et réclament justice. Car les auteurs de ces horreurs sont rarement poursuivis et, moins encore, punis.
Il semblerait que, dans les Départements ou Régions français d’Outre-Mer (DROM), nombre d’individus pâtissent d’un manque de sensibilité à l’égard de l’animal en général. Maintenant que celui-ci a enfin acquis dans le Code civil le statut d’« être vivant doué de sensibilité », la France ne doit plus accepter que des bêtes vivant sur ses terres, y compris loin de la Métropole, subissent les ignominies de tels bourreaux. Elle ne doit pas non plus tolérer que ces personnes fassent de l’ombre ou portent préjudice à tous ceux qui, nombreux, agissent et luttent pour faire rayonner ces îles à l’échelle internationale.
C’est pourquoi il serait grand temps d’apporter sur ces territoires les moyens nécessaires à deux types d’actions. L’un, en aval, consistant à réellement rechercher, appréhender et traduire en justice les auteurs de ces actes. L’autre, en amont, consistant à effectuer des actions de sensibilisation à la cause animale auprès des populations, afin que ces abjections deviennent de plus en plus rares à l’avenir.
N’oublions pas, en effet, les mots de Gandhi : « On reconnaît le degré de civilisation d’un peuple à la manière dont il traite ses animaux. »

Dear Minister,
For months animal rights groups have noticed that acts of cruelty are being committed towards animals - particularly towards cats and dogs - in French overseas “Départements” or French overseas Regions. Animals are intentionally wounded, maimed, mutilated, tortured and attacked with acid.
Several animal rights organizations strive to rescue and provide care to those innocent victims and although they have modest means, their work is outstanding.
The abhorrent acts which are perpetrated are beyond all understanding. They are denounced by activists on many websites. The advocates of animal rights are horrified and indignant of that situation. They claim justice for animals which are suffering at the hands of barbaric individuals. Indeed, the perpetrators of the horrific acts are rarely taken to court, let alone punished.
In French overseas “Départements” or French overseas Regions, there are people who obviously do not feel any empathy with animals. But animals have been granted a new status by Parliament and under the French Civil Code, they are now viewed as “living beings capable of sensitivity”. That is why France must no longer turn a blind eye to the fact that the animals living on its land – and even if they live far away from metropolitan France – are abused by cruel and pitiless individuals.
Many people and civil servants go to great lengths to ensure that those territories’ cultural heritage, idyllic landscapes and economic potential are recognized around the world. Their work is being undermined by the individuals who abuse animals. To put it in a nutshell, the image of those overseas territories is being tarnished by those animal abusers. France should not tolerate such a situation.
That is why it is high time you implemented two kinds of measures in French overseas territories.
The first one would be to immediately track down, apprehend and bring to court the perpetrators of those callous and violent acts towards animals. The second one would be to try to raise public awareness of the problem of animal abuse and to promote animal welfare campaigns in French overseas territories so that the atrocities inflicted on animals become rarer in the future.
Let us not forget Gandhi’s words: 'The greatness of a nation can be judged by the way its animals are treated.'
