Dear Madam, Dear Sir,
Considering the alarming, unacceptable and disastrous situation in the French Overseas Departments and Territories regarding animals, including cats and dogs (abandons, severe abuse or acts of cruelty, accidents, attacks on breeding farms and people, mass euthanasia, proliferation ...) we are calling for :
1)
An extensive and effective sterilization policy to be conducted in order to replace brutal euthanasia which does not solve the problem.
2)
Laws to be applied overseas just as in mainland France, namely :
- Compulsory identification of dogs and cats
- Compulsory use of a leash for dogs in the street. They should not be allowed to roam free.
- Prosecution for any act of ill-treatment or abandon
- Compliance with the laws concerning minimum chain length, adequate shelter, food and care, etc...
3)
The opening of shelters, where animals would not be put down, but would be looked after until their adoption.
4)
The implementation of an education program for the inhabitants – particularly the young - to teach them to respect animals and understand their needs. The aim of this program would be to change attitudes and attain a good relationship between humans and animals.
The Overseas Departments and Territories (DOM TOM) are French. It is absolutely appalling and unacceptable that nothing serious is done to curb this scourge, for the well being of people and animals.
We think it is urgent to find and quickly put in place appropriate solutions, respectful of the well being of animals, for a better life for all in the French Overseas Departments and Territories.
