A horrifying video has surfaced on social media this week, sparking outrage across the globe and leaving animal lovers in tears. The footage, filmed in Misamis Oriental (Philippines), captures a nightmare scenario: a terrified horse tied to the back of a pickup truck, forced to run for its life on a hard concrete highway.
The driver of the vehicle reportedly claimed this barbaric act was merely "training" for an upcoming race. This excuse is an insult to our intelligence and a violation of the law. No legitimate training involves tethering an animal to a motorised vehicle and dragging it at dangerous speeds. In the video, the poor animal is seen struggling desperately to keep pace, its hooves striking the asphalt, until it reportedly collapsed from sheer exhaustion and terror.
Under the Animal Welfare Act of 1998 (RA 8485), amended by RA 10631, subjecting an animal to such torture, maltreatment, and unnecessary pain is a criminal offence. If we allow this incident to pass with a simple apology or a minor fine, we are telling the world that animal cruelty is acceptable. We cannot let that happen.
We, the undersigned, demand that the Provincial Prosecutor and local authorities prosecute the driver to the fullest extent of the law. We demand not just a fine, but imprisonment and a permanent ban on this individual owning animals ever again. This horse deserves justice, and the public deserves to know that such cruelty will be met with the harshest punishment available.
