.For several years, with professionals, unions but also numerous associations, we have been relentlessly alerting the public authorities. I myself contacted our Presidents of the Republic and the various competent ministers who succeeded one another about the abuses observed in the animal world (
evidence available).Despite these numerous steps, no concrete progress on the points mentioned in this press release has been recorded to date, making this reform all the more urgent in view of the facts that are reported every day (bites on children, animals killed, dogs euthanized, etc.).

Currently, a simple one-day theoretical training course, often provided by non-profit or non-profit organizations, allows you to obtain the certificate of knowledge (ACACED) issued by the Société Centrale Canine under the aegis of the DRAAF. or approached an animal.However, this certificate then authorizes the exercise of trades without the guarantee of in-depth training or rigorous monitoring. This can't go on any longer.
We call on our legislators to:
strengthen the training requirements for all professionals and volunteers working in the animal sector, by imposing comprehensive, practical and theoretical courses, adapted to the complexity of these professions, and not just a single day of training;
establish regular monitoring of skills and professional practices, to ensure compliance with ethical standards and animal welfare

Too often, irrevocable decisions such as euthanasia are made on the basis of behavioral evaluations carried out by veterinarians approved by the prefectures, without objective diagnostic
tools.We propose:
that the evaluations of dogs threatened with euthanasia be filmed;
introduce in a new law (or by modifying law No. 2021-1539 of 30 November 2021 aimed at combating animal abuse) a systematic obligation to carry out a thorough medical examination (MRI, CT or other brain imaging) before any behavioral evaluation of a dog considered
aggressive or intended for euthanasia.This measure would make it possible:
to identify possible neurological or physical pathologies at the origin
of aggressive behavior;
to avoid hasty or irreversible decisions based on subjective behavioral observations;
strengthen the reliability of evaluations to protect both animals and society
.These reforms are essential to guarantee respect for animals, the professionalization of animal professions and the safety of citizens
.As highlighted in my books The Dog, From You to Him and in the multiple alerts sent to the authorities over the years, the persistent inaction of public authorities in the face of these critical issues cannot last any longer.
